Comparison Between the Arab Contractors Union and NGOs
First: Concepts
Arab Contractors Union
The Arab Contractors Union is a professional Arab economic institution that works to support, develop, and enhance Arab construction contracting activities across technical, economic, financial, human, and administrative fields. Its aim is to elevate these activities to the highest levels in order to serve comprehensive Arab economic and social development. The Union acts as the official representative for Arab contractors both regionally and internationally and defends their legitimate material and moral rights.
It seeks to strengthen professional ties between contractors in Arab countries and overcome obstacles they face with official entities so that Arab contractors can actively participate in implementing development projects and programs, and benefit from projects financed by Arab and Islamic funding institutions.
The Union includes in its membership contractors’ organizations, associations, and unions from Arab countries. It was established based on a recommendation from the Council of Arab Ministers of Housing and Construction and enjoys independent legal personality. It operates within the framework of the League of Arab States and is a member of specialized Arab federations under the Council of Arab Economic Unity. It coordinates with these federations to achieve Arab cooperation and integration in economic and production fields and maintains communication with all economic institutions within the League of Arab States and other joint Arab institutions.
Non-Governmental Organizations (NGOs)
The concept of NGOs is based on voluntary work with a focus on social service within private associations and institutions. They contribute to social services and rely heavily on volunteers for policy-making and program implementation. Their funding typically comes from donations and contributions from volunteers.
NGOs consist of community members with defined cultural, social, economic, or sometimes political goals. They may operate in one or several areas simultaneously, working to serve the local community by addressing issues such as pollution, crime, disease, ignorance, and poverty. They provide aid and promote social welfare programs to support vulnerable groups.
They are typically funded through donations, endowments, membership fees, and sometimes governmental or international grants. NGOs are monitored by the General Federation of NGOs, the Ministry of Social Affairs, local administrative authorities, the Central Auditing Organization, and relevant ministries (e.g., the Ministry of Health for health services, the Ministry of Education for schools and literacy programs).
