Union Goals
The general objectives of the Union are to develop, enhance, and coordinate the fields of work of its members, strengthen ties among them, and contribute to achieving economic integration by exercising its functions, competencies, and expertise within the framework of the Arab Economic Unity Agreement and the objectives of the Council of Arab Economic Unity. The Union is not-for-profit and does not engage in commercial activities, religious advocacy, or political activities. These objectives include the following:
- Establishing and strengthening professional ties among contractors in Arab countries to develop and enhance Arab contracting in technical, economic, financial, human, and administrative fields.
- Elevating the contracting profession in Arab countries to a distinguished level in the field of construction and building.
- Supporting Arab contractors and encouraging them to undertake various construction projects in the Arab world.
- Defending the legitimate material and moral rights of Arab contractors.
- Advocating for the establishment and support of contractors’ associations in Arab countries at public, private, and joint levels to execute projects in the Arab world.
The Union works towards achieving its objectives through the following means:
- Assisting members in acquiring expertise and technology, providing technical and administrative personnel, and training workers through specialized programs.
- Publishing periodic magazines, bulletins, and studies that include articles, scientific research, and essential information to promote the activities, capabilities, and services of contractors in Arab countries and share information on available projects.
- Organizing conferences and study seminars in various Arab countries in the field of construction and building.
- Establishing unified standards for the qualification and classification of Arab contractors, to be adopted when selecting contractors for projects at both Arab and international levels.
- Working towards unifying contract templates and general contracting conditions in Arab countries.
- Advocating for the establishment and support of joint Arab design centers and engineering consulting firms to handle project designs and specifications in Arab countries.
- Encouraging the formation of Arab joint ventures in contracting, equipment leasing, and the establishment of joint vocational training centers to qualify Arab technical personnel in construction activities and project management at local and regional levels.
- Promoting bilateral or multilateral agreements among Arab countries to establish shared facilities and mutual guarantees for the operation and movement of contractors.
- Acting as an arbitrator when requested and contributing to the formation of arbitration bodies and specialized chambers for dispute resolution in engineering and construction contracts.
- Encouraging and facilitating the movement of Arab labor and expertise between Arab countries to reduce reliance on foreign labor and replace it with Arab professionals.
- Advocating for the establishment, encouragement, and prioritization of Arab industries related to construction materials and equipment, while utilizing local resources to minimize dependence on imports.
- Urging governments, financial institutions, banks, and insurance companies in the Arab world to form financial and banking groups to support Arab contractors by providing guarantees, insurance, and financial facilities for their projects at local and regional levels, including ensuring the value of contracted work for contractors operating across different countries.
- Calling on governments, financial institutions, and Arab development funds that provide loans and assistance for developmental projects to prioritize Arab contractors in executing these projects.
- Providing technical and administrative consultation to official entities and others regarding construction contracts in Arab countries.
- Conducting economic, technical, and legal studies on Arab and foreign construction markets, establishing a data bank on these markets, and making it available to Arab contractors and relevant entities.
- Strengthening cooperation and relations between the Union and organizations affiliated with the Arab League, the United Nations, and international contractor organizations to promote Arab contracting on global platforms.
- Pursuing all activities deemed necessary by the Union for the advancement of Arab contracting and Arab joint economic efforts.
